Entrusted by IGAD to facilitated face to face discussions between the president of the Republic of South Sudan H.E. Salva Keir Miyardit and Mr. Riek Machar chairman of SPLM/IO, the president of Sudan H. E. Omer El-Bashir facilitated direct meetings between the two leaders on 25-26 June 2018 in Khartoum, to resolve the outstanding issues on governance and security arrangements in South Sudan, in addition to rehabilitate the economy of South Sudan.
The president of Sudan H. E. Omer El-Bashir also convened meetings with other political parties of South Sudan to discuss the same issues. While the ministers of petroleum in both Sudan and South Sudan and technical teams explored possible avenues of cooperation between the two countries for rehabilitating the petroleum sector in South Sudan.
The meetings between the president of the Republic of South Sudan H.E. Salva Keir Miyardit and other South Sudan political leaders succeeded in signing Khartoum Declaration on the 27th of June 2018, which approved:
1- A permanent ceasefire in South Sudan that shall enter into force within 72 hours of signing the Declaration. The parties shall agree on all the arrangements of the permanent ceasefire including disengagement, separation of forces, withdrawal of all troops, opening of humanitarian corridors, and release of prisoners of war and political detainees. IGAD and African Union member states are kindly invited to deploy necessary forces to supervise the agreed permanent ceasefire.
2- The security arrangements that shall be adopted shall aim at building national army, police and other security forces, of an all-inclusive character that shall be free from tribalism and ethnic affiliations.
3- An agreement on (Revised Bridging Proposal) shall be concluded soon then a Pre-Transitional Period of 120 days shall commence to be followed by a Transitional Period of 36 months. Sharing of power during the Transitional Period shall be in accordance with the formula that shall be agreed on the (Revised Bridging Proposal). During this period the country shall be prepared for national elections.
4- The parties signatories appeal to the international community to help in the rehabilitation and improvement of the infrastructure and basic services in South Sudan.
5- Though the security of oil field in Unity State (block 1, 2 and 4) and Tharjiath (block 5A) is the responsibility of the government of South Sudan, if need be, the government of the South Sudan shall work, in this regard, in collaboration and coordination with the government of the Republic of Sudan. The government of South Sudan in collaboration with the government of the Republic of Sudan shall immediately begin to rehabilitate the oil fields identified above, and other fields that would be agreed upon, for the resumption and the restoration of the previous level of oil production. The government of South Sudan is committed to use the petroleum proceeds to improve the livelihood of South Sudanese and to alleviate poverty and suffering.
The declaration was signed in Khartoum on the 27th of June 2018 by the president of the Republic of South Sudan H. E. Salva Keir Miyardit, Dr Riek Machar Teny Chairman of SPLM/IO, representative of South Sudan Opposition Alliance (SSOA), representative of Former Detainees (FD), representative of other political parties (OPP), and the Guarantor H. E. Omer Hassan Ahmed El-Bashir President of the Republic of the Sudan.
